Föreslår fotboja för huliganer

Anmälningsplikt inskränker allvarligt medborgarnas rörelsefrihet och skapar oproportionerligt mycket arbete för polisen. Skärpt tillträdesförbud, kombinerat med fotboja vid överträdelse – såsom i dag för kvinnomisshandlare – är bästa alternativet, skriver han i sitt förslag till regeringen.
